Can I take pebbles from the beach to use for making jewellery?

I saw a necklace I liked made from pebbles, which were drilled and threaded. I would like to make one, but not use if it is ok to take pebbles from a beach? I hear something somwhere about not taking shells, but what about pebbles. Anyone know? Thanks - And is is possble to drill them?
